Toledo Speed Camera's

You don't have to pay it. it's a company car. Really nothing they can do. I got a red light camera ticket years ago. They sent me paperwork with collection letters. I ignored them all. They can't make you personally pay for it if they can't prove you was driving the car. As far as you or your company is concerned it was given to so and so who is no longer with the company or was blah blah blah.
Don't pay.

how can a ticket regarding moving violations like this be issued without physically being served by the law enforcer?

Happens all throughout Europe millions of times per day. They don't waste manpower to nanny road rules.

To be honest, if you think about, it's pretty dumb for the taxpayers to be paying salaries for cops to sit around on roads trying to catch speedsters & red light runners. Let the cops go do some real bad guy chasing work, and use tech on the dumb stuff like speeding. And yes, companies do track and offer GPS add-ons for alerting you to where the cameras are.

I just got back from driving 600 miles in the UK. Speed camera signs and cameras all over the place. Sucks, but fairly effective.

US mail, that's how. Look at the ticket I uploaded. It says it was observed my a PO. No, they cannot determine whom the driver was, and apparently, they don't care. There is pending litigation on the legality of these systems, and many municipalities have removed them after these legal battles and complaints from their constituents.

What's bullshit is that the premise of this is that you still have the right to face your accuser in a court of law. They even have several different sections on the ticket that can be filled out to have the correct driver claim responsibility, and/or ask for a court appearance. However, there is absolutely zero ZERO (NADA, NINGUNO) ZIP, ZILCH info on where to mail payment, mail the plea, or contact info for the court. There is simply a web link to pay the ticket online through photonotice.com.

A look on Toledo PDs website shows a map of all the red light cameras, speed cameras and combined redlight/ speed cameras. However, there is none located in the location the ticket indicates.

Oh, and the payment is actually processed through Paypal.... They have an elaborate photo camera system, but have no internal payment processing system? I started to wonder if this was a scam.

More to follow, BTW all you fuckers have been awesome legal counsel.

Went on Toledo PDs website, got a "Redflex help line". Apparently, my employer did not send all the ticket info (clever). The helpful lady informed that this is a civil citation, not a civil infraction, so pay the fine, no points.

What happens if you don't pay the fine?

In Georgia it's strictly a revenue stream. You can't go to court for them and have no way to counter it. It's collected by a third party service and the revenue is paid to the state then.
I paid for a ticket in Georgia (88 in a 70 - State Cop) and then a few weeks later they sent me another ticket that basically said, "because you paid the other ticket, you're admitting to being a super speeder and here's another $250 ticket." I said fuck that which means they suspend your ability to operate a vehicle in Georgia. I'm like "well I'll never drive there again" and then a few weeks later Pat and I were driving through Georgia to Florida to pickup a truck and trailer.

That's an awesome F you. I'm paying the fine out of my side business account, no name, just the company name.

I wouldn't pay it, they can't even prove its you.... its a company car, its not even registered to you. They are taking the company's word and another employees word. You can just say you lent it to the police officer that witnessed it.
