Min street legal requirements for a car

I'm thinking of buying an old race car, and wondering what it needs to be street legal. No VIN, so I am thinking unless I can legally obtain a VIN plate and title, it's a assembled title or other.

I've searched around for the MDOT requirements, but as always, what's written, and how it's interpreted are two different things.

I'm thinking it needs
1) Glass windshield
2) wipers
3) headlights, tailights and turn signals
4)license plate light, backup light
5) at least 1 mirror.

Discuss.
 
Rear view and 2 mirrors, I think it needs the wiper washer also. Horn, not sure but lap belts alone are a no go.
Even if factory only had 1 mirror and lap belt they do not meet the standard today.

not sure on the assembled title part but if your car did not come with seat belts then you don’t need them. My 41 dodge had no belts and the officer didn’t like it lol. The judge didn’t mind.
 
Exhaust has to be under 95 dB in park when revved up to 3500 RPM and back to idle over 10 seconds. Measured at 1/2 yard 45 degrees from the end of the tailpipe. Michigan law. I can help you check it if you think you need to.

It really comes down to how much BS stuff they are going to check. I think the exhaust has to exit behind the front door cut line too.

How would that work? I buy the title, Mark the vehicle with the assembled VIN and run it? How do all these Crow Mod and Sick Seconds cars get plated for Drag week etc?

I dont think you need 2 mirrors. LOl my elcamino didnt have 2 from the factory

I haven't read any of the req but the way i'd interpret that would be if it came with one from the factory its fine but on an assembled vehicle they'd want two to be more up to date maybe?

The car I had literally had a hand stamp in the door jamb with the number. This is from the 70's...

SOS has a list.
I think it also depends on how the inspector interprets the code/requirements , so there are 32 different ways to go about one requirement, nothing is set in stone!
I could swear for the 67 Windshield washer was a requirement.
Hi & low beam is a requirement.
 
I had considered doing the same thing. One thing others who have converted a race car to the street is to keep the rules pertaining to your car nearby for easy access to hand to the police when you get pulled over. Also, wondered about legality of one of the motorcycle engine powered dwarf cars for the street.
