Home electrical switch question

Tried searching but I’m not having luck finding anything helpful.

I have a switch at my house that turns the basement light on every time I throw it and will turn the light/ceiling fan leading to the basement on every other time it’s thrown.

Is this just a 3 way switch?
 
Sounds like there’s some wires touching or a bad outlet somewhere, usually a three way switch is used for hallways or stairwell but some one could have messed up. Pull it out and look at it, if it has more then two wires ( not counting the ground) then it’s probably a three way.
