The 4" that's on a car looks to be a Design Concept and the 2 1/2 looks to be a Harwood I bought both of them already painted and I don't have any papers that came with them. I'm looking to sell them as you are yours.

No nothing like that . The 4" is painted black and is on the car now, fits good all the lines are good, no cracks or damage it does have holes for pins through that's the way it came.
