You should be able to just pull the IP and replace the bulbs. They should be a simple twist lock on the back. No need to open up the IP.

This is correct. A few of the Fords with the digital readout odometer that goes blank will not be repaired by a light bulb though, that's an internal problem(hopefully that's not the problem you have). The illumination bulbs are all still standard #194 bulbs in a twist lock socket.
What code did you find stored in the restaint control module?
As a side note, if you remove the bulb the RCM will detect an open in the circuit and sound an audible "beeping" tone constantly to warn of an airbag problem... The light is probably the lesser evil, but I'd rather just fix the real problem IMO.
