The DPW yard of the city you live in will have recycle barrels, but you have to go during the week, sometimes saturday. Most citys require proof of residency to enter their yard.
It should never be dumped in a storm sewer or in the ground(severe and expensive ground contamination-$25000 epa fine). It used to be okay to dump it down a sanitary sewer because it could be removed by the water treatment plant, but now they find that some of it is contaminated by heavy metals(lead, mercury,etc), so they dont want you doing that anymore. It can be recycled and resold
