What's this car?

The fusion has already been released.....so they are allowed to drive it off grounds now. They don't take the camo off because it's impractical. The cars are used for further developement work on updated suspension, drivetrain, or interior parts. If you drive anywhere near oakwood and southfield freeway long enough you'll see all kinds of camo ford cars.

take a spin through Milford and you will see GM camo cars everyday

Wouldn't have needed it, because those weren't major exterior changes.....they woulda used a standard early 2000's mustang with the newer prototype drivetrain. Only time they camo is when the bodystyle is changing platforms.
