My guess is that either in a prior game or in practice that week, this guy got yelled at for jumping before the proper snap count. So, if the count was on 2, and it was snapped on 1, come hell or high water this dude wasn't moving. Coach probably said something like "until he hits the snap count, you don't MOVE"...so he didn't.
