What should i do about my hillbilly neighbors ?

Call the health department on them after you spill some maggots around the trash cans and throw a few dirty diapers full of babby crap in the tall grass. Also sneek a garden hose onto there yard a let it run at nite in that tall grass creating a nice lil wet land issue.
 
Gasoline and a match at 4:00am. Feign shock and surprise in the morning and exclaim what good neighbors they were.
 
Waterford doesn't have some type of noise ordinance on their books? That's strange - might not hurt to bring it up at the next city council meeting or get the ball rolling on such an issue. Then have them cited over and over until they are forced to move from the countless violations that they would receive. LOL

BTW - Are they renters ? If so, maybe you can talk to their landlord and have a talk with him/her if you know the landlord (?)
 
Sounds like a really shitty situation. As mentioned, nobody really wants a war with the neighbors. And with a wife and kids around, who knows where this might escalate to. You have to worry about things like slashed tires, a keyed car, eggings, etc. It's really unfortunate for their kid and their dogs that mom and dad are complete white trash.

The first thing I would do, is try to determine if they are renting or if they bought. If they rent, get a hold of the landlord. Odds are he/she will be on your side. Explain everything.

Second step, go get a video recorder of some sort and START DOCUMENTING. The trash, the dogs barking, the lawn not being mowed, etc.

Then, just start reporting them for every thing you possibly can. Let them get the message that being bad neighbors is going to cost them money.

Don't get involved in acts of vandalism, because it will probably escalate to the point where something you value gets damaged.
 
I just looked on the city website and there is a 400 page ordinance pdf file. There has got to be something in there to nail them on!

Call up the city and tell them you saw rats in the neighbors yard. My friend had some similar people living next to him, the city made him cut his grass and remove all debris from the yard or else he would be slapped with a hefty fine. Granted, the neighbor really didnt have rats, but it motivated him enough to keep his eye-sore property up.

Now there's a good idea! Take a weedwacker to the bottom of your trash can and tell the police that rats are coming from their property and getting into your garage and your garbage, etc.
 
Are you sure there are no ordinances for noise? Have you check the city's charter? I find it hard to believe any one @ the city would tell you that.
 
My wife and I found a nice little house that we are really interested in. The price is right, the entire inside has been updated, new roof, etc, etc... the only problem? We can tell just from the street that the neighbors suck. The house has been for sale for a year, and I'm sure it's because of the neighbors.

The grass is long, they park in the driveway and on the front lawn (too lazy to shuffle cars, I'm sure), their sunroom/front porch is piled 3 feet high with cases of empty returnables, diaper boxes, broken kids toys, etc. They have about 5 broken lawnmowers and tractors lining the side of their garage. There is a pile of fill dirt slowly melting under an attractive blue tarp in the driveway. It goes on and on.

Whenever there is a rodent infestation in any building, open area or other premises, the occupants thereof and in the case of a multiple dwelling, the owner shall immediately report the infestation to the code enforcement officer and shall immediately institute rodent control procedures and shall continuously maintain such rodent control procedures until such building, open area or other premises are declared by the code enforcement officer to be free of rodent infestation. Furthermore, if any refuse is allowed to accumulate, other than in proper containers on any private property that is occupied or upon any sidewalk or street in front of such property, or the alley in the rear thereof, the occupants or proprietor of the property shall cause the refuse to be removed within twenty-four (24) hours after such refuse shall have accumulated or been deposited. It shall be unlawful for the owner, agent or occupant of lands to permit the accumulation or growth of noxious weeds, as defined herein, of any height, upon any property in the township, or weeds, grass, brush or other rank, poison or otherwise harmful vegetation, to a height greater than ten (10) inches, referred to herein as "growth or accumulation," when such growth or accumulation occurs in any subdivision in which buildings have been erected on sixty (60) percent of the lots included in that subdivision, or on land within one hundred (100) feet of any structure designed for human occupancy or use, or on any platted lot facing improved streets in common usage, or property abutting the intersection of streets in common usage, or any property, public or private, where such growth or accumulation threatens the health and safety of any persons or the community as a whole. Cultivated flowers and gardens are not considered within the meaning of weeds or harmful vegetation. Cultivated is defined as "to loosen or dig (soil) around growing plants."
In the event a prohibited growth or accumulation occurs upon the above land, the owner as listed on the last tax assessment roll of the township, (herein "owner)," shall be provided with a notice to destroy noxious weeds before they reach a seed bearing stage. Such notice shall state the methods of treatment and eradication of such weeds, method to prevent such weeds from perpetuating themselves and to prevent such weeds from becoming detriment to the public health. Further, such notice shall apprise such owner that if he or she fails to eliminate the growth or accumulation with ten (10) days of the mailing of such notice, the township shall cut or cause such growth or accumulation to be destroyed or removed, as many time as is necessary to protect the public health, safety and welfare in the current calendar year. Such notice shall further apprise the owner that any such cutting or removal costs shall be the responsibility of the owner and the township shall have a lien against the land for such expense to be enforced in the manner provided for enforcement of tax liens under the general property tax law, and that any owner who shall refuse to cut, destroy or remove such growth or accumulation shall be subject to sanctions as hereinafter provided.
(b) Notice provisions. With regard to noxious weeds, grasses, or other harmful vegetation, in lieu of the notice required by subsection (a) the township shall publish a notice during the month of March in a newspaper of general circulation within the township stating that any noxious weeds existing on any property in the township must be destroyed and removed by May 15 of that year. The notice shall also include all the provisions described in subsection (a).
(c) Township rights. In the event a property owner has failed to eliminate the growth or accumulation as described above, the township shall have all the rights and remedies referenced in subsection (a) and (b) which rights shall be deemed cumulative to the township.

yeah, as others have cited there are ordinances in place already. The cops that day/night didn't want to fill out paperwork. Call them back and press charges.

Rather than the cops, most city code enforcement offices have an on-line code violation submission page. I wrote up a few neighbors to keep my neighborhood clean and maintained. It only took about a week to see some results. I say look it up and submit some complaints. I had a neighbor with a rusty pick-up that never moved for 2 years and collected garbage in the bed in violation of a storage law. They had to take a torch to the rotors to move it because the brakes were rusted to the rotors so bad. And I had another guy that built a shed where the roof overhang protruded over my fence into my yard. Thankfully we have power lines behind our houses and there is a 6ft easement required so he had to move his shed after it was built. :lol:
