Weird home plumbing question

House built a couple years ago, mostly pex. Noticed when I closed the outside valve on the house, the toilet upstairs now runs until I go lift the float. Open shut off valve for outside (shut off for winter) and it goes back to normal. Seems to be pressure related, but how do I fix it?

valve outside, or a valve inside that turns off water to outside spigot?

adjustn the float lower, so the water level in the tank will push it up more
 
I need to remove it or?

If you have one then no do not remove it. My old house I could run the outside water and shut it off then the kitchen sink would drizzle water, vacuum breaker fixed it. Also make sure the vacuum breaker is working.... this may or may not be the issue, just something easy and cheap to check out.
