More info is needed: is this a manual valve body, manual valve body w/brake, auto shift? , who's valve body? When did this start happening? Right from the start, or just recently?

Reverse valve body no brake...case broke and he had some guy swap internals and shifted fine and did a pass and now shift into 3rd its like someone is hitting the brakes

Who's valve body? Because ATI makes you put 1 check ball by the intermediate servo, some have you blocking off the reverse passage in the case, others are different. A important step may have been overlooked.
