I know people have said that if you send a check to the court for a ticket for say 3 dollars more they will send you a refund check and if you do not process it the transaction just stays in limbo, is this true?

I once sent in one of my condoms, (the extra tiny ones people buy at Spencers as a joke...well I actually need to wear one of those) and attached a letter saying, "Don't you think I have it bad enough as it is?" They felt sorry for me and cleared my points...AND sent my money back to me.
