when you say preload what do you mean exactly? I was going to tig the insides then tig/braze the outside fillet with silicon bronze filler rod

I'm assuming he means bolt them to a table/jig to simulate them being mounted so they don't warp from the heat of the weld.

Yes, I just c-clamp them on both ends to a table and put a small shim in the middle, maybe .030"
