shell car title questions

so we have been trying to sell a lot of body shells from salvage cars here at work, and everyone asks for the title, and I tell them we have to keep the title for state law reasons, and it really turns them off buying the shell, we give them bill of sale, and they make their car repairs usually is how it goes, is there something more in writing to give these guys, and not turn them away the sell? or are they trying to pull a fast one?
 
Perhaps provide them with a copy of the title with the following written across it in red:

"Title Copy For ID Only - Not For Reassignment" Then I would also put XXXXX in the date sold,
price sold, etc.

Provide this "title" along with the receipt / bill of sale. You may also want to check with MSP
salvage title officer to verify what is actually required by Michigan law for "parts proofs" for
rebuilding a salvage vehicle.
 
I would think it is more of a legal concern. If you have a shell and for some reason a VIN is reported stolen and you dont have a title, that puts you in a bad position with the law. I dont know how far the bill of sale will take you as far as the police would be concerned.
 
Looks like you can't get a Rebuild title without the salvage title. At least in Michigan according this snip from the website. I think you could get an "Assembled" title but they issue you a new Vin, where a rebuild keeps the old Vin. That is my guess at least as to why they want the title.

The reason the guys want the title is to commit insurance fraud or they have a stolen car.

Situation 1) guy buys your stripped Porsche shell, tosses insurance on it and leaves it in Detroit torched. Gets shell dirt cheap, insurance pays out big $$
Situation 2) guy buys your stripped Silverado shell, cuts out vin and tosses it into stolen Silverado and titles it.
