What type of camshaft? solid, hydraulic?

Well then, work on each cylinder at a time.
Procedure:
When the intake valve is just starting close you adjust the exaust, and when the exaust valve is just starting to open you adjust the intake.
How to adjust:
Now on adjusting them its really simple. You roll the pushrod around with your fingers while tightening the rocker down slowly, once you feel alittle resistance on the pushrod you turn another 1/4 to 1/2 turn.
Thats how I have always done it on a hydraulic roller when I ran them.
are they brand new lifters?
I've never had that issue before. Are you sure you are adjusting them at the right point on the camshaft?
If the lifters are draining you would hear tons of valve noise upon startups while they pumped back up.
no they prob have about 300 miles or so on them
How loose are they coming? Did you have the lifters laying out for awhile before re-installing them?
Try and prime the oil pump and see if they come up.
