S10 fuel filter

My dad has a 2002 Chevrolet S10 with 88,000 miles on it. We think the fuel filter is getting plugged and starving the motor for fuel. It quit on him while driving the other day. He has also been complaining about the idle stumbling and poor fuel mileage. The issue now is we cannot get the fuel line to come loose from the fuel filter. We don't want to break the line, the line has a coating of rust on it. We soaked the fitting with penetrating oil, and letting sit overnight. Any other recommendations?
 
pretty common. they make repair sections for that line becuase of it
use line wrenches and give it a whirl
