Why is it cheating? Its bullshit that I buy a car for 10k and pay $600 taxes and sell it a month later for say 10k and they get $600 again just to transfer title. Put that at 2.2 million and they have to pay $132k for the same. I would register it in Montana too.

I never said anything about "cheating". I simply stated why I think
the car has a Montana plate.

I've read about how much of a big business it is for folks to register
their cars / businesses in Montana for huge legal tax savings.

My neighbor has a large motorhome.......with a Montana plate.

the Montana Plate thing is the same as all the "dealer" plates and In transit repair in Dearborn,

The Louisiana Supreme Court recently denied the state’s attempt to collect sales tax on the sale of an RV to a Montana LLC. Thomas v. Bridges, No. 2013-C-1855 (La. 2014). The LLC was formed for the sole purpose of avoiding RV sales tax (saving the buyer as much as $47,000). The state argued that the LLC veil should be pierced and the tax should be assessed to the LLC’s sole member claiming fraud. The court disagreed, explaining that “taking actions to avoid sales tax does not constitute fraud. Although tax evasion is illegal, tax avoidance is not.”

Montana LLC may be a bit shady but it is not a sham, unless your state has laws in place that make it illegal.

Which many states do. The fact that you can find one case (I have seen two now) where it worked does not prove it will work as a rule."
