Problem with 95 Mustang Fan

This thing just wont kick on, when power is applied to it runs hard,

tried changing the fan sensor, checked the 60 and 10 amp fuses, changed the power control relay, any ideas?

relay will be triggered by a ground signal from the ECM, check for power at 2 terminals of the fan relay(key on)

there was also a Recall involving this, I might look into that also, Sorry for such late info......
