It depends on what you want. PS1 games take up considerable space, so you'd need to use an external hard drive to store those. PS1 aside, I can fit probably the entire libraries of Coleco to N64 and Neo Geo on a 32GB SD card.

I love my pi3, use it for the same thing. It runs Kodi too for streaming. We use Xbox 360 controllers. Under 150 depending on controllers. Careful with case choices because they tend to overheat with the N64, PS1 stuff so you really need a fan
