Anything can be registered. You just have to meet the requirements and get it inspected.

Sure you can register anything as long as it meets DOT specs which it would almost take an act of God and Midas's gold to do. So in a sense you are right, but it would be the dumbest thing ever to do. Not only would you kill the value of the car, but you would spend a small mint in order to get it done.
