not getting good brake pressure

on my 93 sho, which has abs, has decent pads and rotors on it, had the brakes completly bled 3 times, when braking i need to double step before i get correct pressure. could this be master cylinder, brake booster? or some other sort of problem? im not driving it till spring, and im upgrading my front brakes to 13" cobra with dual piston calipers at that time and need to get that part resolved before i start taking the car out on road courses. thanks
 
When the booster went bad on my old Mustang you could hear the vacuum leak from the drivers seat.

It's one or the other.. you work at a parts place, might as well replace both the MC and the booster if you're upgrading the rest of the brake system.
 
yeah its 4 wheel disc. i do hear a loud vac whine whenever i let off the gas. in the spring im also replacing all the vac hoses on the car. and might pull the motor out to do ps pump and motor mounts.
 
Sounds like your rubber brake lines are swollen inside,ide pull a line off the front and have some one push the pedal 2 the floor and see if its flowing good.make sure they hold the pedal down till you hook it back up
