I think they just mean it's a stock turbo, not stock car.

So if I took an LS1 4th gen and did heads/cam/intake/spray/etc... but kept the same engine block... would it be ricerish to say "Fastest stock LS1?"

You're reading quoted posts inaccurately. Some are not gaining the notion it is a stock long block with drivetrain bolt ons, calibration change, and meth kit.

You could do all that and a blower or turbo.. Dual power adders FTW and say fastest stock bottom end LS1
