No voltage movement on TPS

I've been dealing with this Mustang when I get time and I'm still not getting it running right. Still idling high. I tried to adjust TPS voltage but it was at 4.85 volts. Max voltage is said to be 4.84. Any how I need to be at .98 - .99 key on not running, I'm at 4.85 to 4.90 and can't get any change in the reading. I bought a new TPS think the old one was bad but the new one is doing the same. Any ideas? Runs and drives great just idles real high

what does it read unplugged?
What exactly do you mean "unplugged" the TPS unplugged from the harness? I did have a bad ground from the harness to the block. It was to short to go back on the block so I put it on the firewall. Is that acceptable? I still have the same issue though.

That ground needs to go to the engine.
