No RPMs registering at startup

Just had a motor rebuilt and the guy who is installing it into the car tells me that it cranks, but does not start. He is also getting zero RPM reading. Ideas what it could be? Bad crank sensor maybe? It worked when the motor was pulled.
 
'97 Mustang GT, 4.6 engine. The engine received a basic rebuild, and the business that rebuilt it doesn't do the installatiion or removal of engines.
The tech tells me it cranks, doesn't start, and no RPMs are registering while cranking.
 
He tried a new crank sensor, still no reading. The tech is wondering if the shop put the sensor back on the crank before installing it.
Ideas anyone?
