New power steering pump, no power steeing?

I just replaced the pump on my 2000 audi a4 because it was whinning really bad. I bleed the power steering system, the whine went away but now I don't have any power steering unless I am above 2500 rpm.

What could be happening? Thanks.

Keep bleeding the pump and check the betl tension is applicable.
