Need some advice from my Motown peeps (long read)

So in late July we had to put our old boxer Lexi to sleep. Our other boxer Marge got really depressed (so did we) so a few weeks ago we got another dog through the rescue we got Marge from. She's straight from the shelter, so we're fostering her with hopes to adopt. She's a great dog, boxer/American bulldog mix, we really want to keep her, but she won't leave the cat alone. She sees him as a toy, and he won't come upstairs anymore. When I bring him up, it's like the dog gets tunnel vision and all she can focus on is Morris. It's almost impossible to divert her attention away from him. She's only about 18 mo old, so she's definitely trainable, and she learns fast. We've already broken a few bad habits she had. We got some advice from a lady at the boxer rescue we got her from, we haven't tried it yet though. Anyone have any advice? We really would love to adopt her, Marge loves her too, they play, get along great, etc. Thanks in advance Motown!!
 
Normally, I'd say let them figure it out themselves, but you adopted an 18 month old. When me and Mike got our dog Lexi, she terrorized Ozzy (my old cat) like it was nobody's business. She was around his size then, so it didn't matter much. They ended up being the best of friends, but I had to have Ozzy put down early this year. The only thing I can think of is maybe putting a leash on the new dog when the cat is around so she doesn't go after the cat. Lexi has a strong prey drive, there isn't a critter that passes through my yard without being chased. She even got ahold of a bobcat a couple years back.
 
If Morris wasn't 17 years old I'd probably let them hash it out, but I don't want to stress him out. He's a huge cat, 17 lbs and not overweight. He's just scared of her now. When we first brought Marge home, he walked up to her, smacked her in the face, then sprawled out on the floor in front of her like "this is my house, bitch". It was funny. They get along great now.

Sorry to hear about Ozzy, and our old boxer was named Lexi.

Ozzy was about 20lb, big old butterball but the coolest cat I've ever had. He was only 11 years old.

Head halter and keep walking her around the cat . Any thing she lunges or try's to get the cat the when you have the halter pull and turn her.

We kinda tried that. Sara has to hold Morris since he's scared, and Scarlett won't lunge if a person is holding him, but she won't divert her attention. Even if you take her into another room she wants to get at him.
