Need garage lifted, also drain tile installed

I need my detached garage lifted about 8-10". When the floor was poored by my wife's grandfather back in the late 70's he never put footings in and at max it's only 6-8" thick around the perimeter. I'm looking to have the perimeter the garage sits on saw cut from the inside and the garage braced and lifted to have footings dug and poured. This is really killing me since my garage gets a ton of water in it. It is sitting in the lowest point in the yard and half the floor has actually sunk into the ground, preventing me from adding dirt and grading my yard. Is there anyone I can call or anyone you guys can recommend. I can cut the floor and brace it if it helps.

Is it possible to brace garage and roll it forward completely off of its pad and then do what your talking about? My parents did this with a 1-3/4 car garage 15 years ago and poured new concrete.

My best guess done correctly your looking at 7 to 10 K unless you raise the floor allyour going to have is more water when it rains
 
City won't let you put a half ass footing under it.. You need a 42 inch footing around the perimeter of the garage along with a new floor.... I've done a shit load of garage raising and the most I've ever done was 6-8"... 10+ inches is pushing it in my book.

I don't think you're following what I'm going to do. Also, as I have already said, I'm not worried about the permit issue. I've already successfully navigated it a few times and will have no future problems doing so again.

I was planning on 4ft deep. I don't know what you're talking about when you say the most you have ever done was 6-8", and 10+ is pushing it. If you would like to see it and talk in person feel free to send me a PM and we will set something up.
