It COULD be taken as setting low (or no) standards. It's kind of the opposite of saying "SET THE BAR HIGH" I assume you meant "remove the obstacles".

It was in regards to people complaining about a skills test that I wrote being too difficult. I was asked to make things easier for them and shorter. I've learned that if things or people don't pass a test, lowering the bar is always someone's strong suggestion.

Similar to the term "snowplow parents" I've heard recently where parents just plow away any obstacles for their kids.
