Most people use an app called Harry's Laptimer. It uses your phones camera and GPS to record video and lap data. I actually use a GoPro linked to a 7" tablet to do mine.

Harry's and TrackAddict are both on iOS and Android. Most people that I know use Harry's so it makes things easier to compare.

I'm always blown away Michigan doesn't have a really proper world class race track facility. When I'm drunk at night I think about pitching the OEMs on building VIR north somewhere within 90 minutes of Detroit. Grattan certainly could be nice but the facilities are basically non-existent.

When I get drunk at night, I just get on eBay and order 14lbs of peanut brittle and forget about it until it arrives. You are a visionary.
