License plate question

My neighbor across from me has decided to start a collection of mini vans in his front yard... He has four vans and currently drives a fifth. The four that are parked in the front yard, do not currently have a license plate on them. Isn't there a law stating that all vehicles need a license plate? Before I call the township or the cops on this guy, I want to get my fact straight. Any info would be much appreciated!

Most cities will have some ordinance that states, you must have a vehicle registered to park in the street (state law) and have to be operational to park outside the garage.

mine was in my driveway, i was parting a car out.
Apparently not fast enough.
It was also backed in, so someone had to actually go check for plates, which it had, just expired...
I didn't know any of that before this, so I learned this way what you can and cant do.
Not really an eyesore, just a car I was piecing out for a few weeks.

Not all city's & townships require a vehicle on your property to have a valid plate..... and some that do have exemptions (parked inside or covered with a car cover/antiques/specialty vehicles being restored)
You need to go online and read your city's/townships charter and research it.
Keep in mind even if you city does have a ordnance they may allow him time to remove them... and then if he decides to go to court and plead hardship tot he judge they may also extend his grace period.

I am reading the township ordinances and it is a mile long. Rather the spend an entire evening reading through this stuff, i'll just go to the source and ask.
