My brother runs the place and has run it for years. He said everything is getting repaved and new timing system is in the works possibly lights also

Repaved implies it was paved from the start (like the track). So are the pits still going to remain dirt?

Not at all trying to slight the investment for re-paving the track, but if the facility as a whole were improved, it would draw more people. I.E. pit area, longer shutdown run, restrooms and return road.
