That would of been the department of justice that did that. Jeff sessions was in charge, and he got fired just before it got passed.

Well it was recommended by Trump, that is true.
People were not felons overnight. There is always a timeframe of when things have to be destroyed or turned over.
I don't know the answer for bump stocks. The Sixth Circuit Court of Appeals struck down the ban a few months back. I think the mechanical aspect doesn't meet the legal wording of the ban. Not sure, I've never used a bump stock.
