the crank key does not mean anything. As long as #1 piston is at TDC and the marks line up it has a 0 degrees of cam timing.
The only actual way to tell is with a degree wheel.
 
#2 example is look at your dowel for your cam it is offset too. The only marks that count are on the gears.

also there is only one keyway on the crank. that is a 0 degree chain setup!!!!

I only see one also. If there are 2 others, typically they'll have a "+" or "-" near them. If that's the case, typically those are + (advanced) or - (retarded) 2 degrees, when the key is located in that corresponding slot.

I can see the "+" and "-" in the pic. The "+" is top/dead center, and to the left of the marked key.
 
looks to be advanced in my own opinion, i can see the + at tdc, but you definatly need a degree wheel to be accurate
 
just put a degree wheel on it and be done with it. What is this from? I know its a Pontiac as stated above but is this in a car thats been running or otherwise?

Now that I take a closer look at the pic, you are indeed correct. It doesn't make sense though how the "-", "O", and"+" are so close together like they are (no way that is even close to being 2 degrees apart). Darko claims that there are other keyways cut in the gear, but damned if I can see them. Typically they're evenly spaced around the gear (about 120* apart), along with the "-/O/+".:headscrat
