Is there a tool to check if water got in fuel?

We get lots of flood vehicles here, and I was wondering if anyone knows about a tool that can be used to check if the fuel has had water in it or not.

Looking for something in a kit that's easy to use. It will be used often also, so paying more for a better tool is OK.
