IAC good or bad???

OK I have a 91 mustang (rare huh lol) with a 5.0. I think the iac is bad. When it's plugged in the idle is 2800rpm when I unplug it the idle is 1500rpm. This is cold not warm. Is that a bad iac? or what would it do if it WAS bad? Don't want to spend $60 if it good. I'm getting closer to getting the car to run right but the idle is way off from the 800-900rpm it should be at

I'd check for vacuum leaks...also pull the IAC out and clean it and the port

1500 with the IAC unplugged ? sounds like a vacum leak or a throttle thats open to far.

I'll check for vacuum leaks. I pulled the air intake tube off to check throttle blade position and it was closed. The adjustment screw isn't even touching the linkage
