Between wolverine and Hulk, its a stale mate. Both have regeneration. But wolverines is a fixed rate, hulks gets faster the more he fights. Also eventually wolverines claws will no longer penetrate hulks skin at which point wolverine would be smart enough to move away until he hulk calms down. So at the end of the day, its a never ending battle.

But hulk could pick up Wolverine and toss him into outer space where there is no oxygen and wolverine suffocates.
