how much space does foam take up in a foam filled fuel cell?

Ive always had this issue with my fuel safe cell. its a 20-22 gallons cell but its completely filled with foam (anti-slosh), a surge tank, sender/ pickup. Ive always thought my gauge is way off (has to be) because a full sweep on my gas gauge is take about 10-12 gallons to fill up. so there's like 10 gallons "missing".

what kind of volume does this foam packing take up? i know my gauge has to be off but when i fix it what would be the total tank volume for fuel?
