Help with brakes.

I put new front rotors and pads on my truck then it sat for a while 1-2 years. Now it seems like I have a decent pedal but I can stand on the pedal and it barely stops. Is this a master cyl. or booster problem or do I have to turn rotors and new pads.
 
is there rust on the rotors?

if yes, drive it till they clean up, or have them turned to clean them up

FYI, rust acts as a lubricant in this case
 
Yes the rotors were pretty rusty. I dropped them off to get turned earlier. Gonna pick them up tomorrow and slap them on with new pads then go from there.
