Class 3 was always legal if you had a C&R license and a C&R eligible piece (which is how I got my SW76 years ago).

This AG opinion pulled the reins off for non-C&R people getting any pre-86 eligible machine gun:

Im not sure, this perticular one is a 700 PSS or Police Sniper version. They are about 800 for a new one without optics. My buddy told me he spent about 3000 on this one. 700 for the gun, 1000 for the scope, 800 for the supressor, 200 for the class 3 stamp, then the machine work on the barrel for the supressor.
 
I like it! Now all it needs is a MacMillan stock to go with it and you have a genuine M40A3 USMC Sniper Rifle! OOHRAH!
