getting a title for a car with no title

so a buddy of mine was getting a lot of flack for having a car at his garage so i helped him out and brought it to my building, he bought it from someone, but the problem is that the car has no title. Its an old pos junker so i'm not sure what to do with it. Is there anyway i could get a replacement title, should i call the police and have them check the vin for any stolen reports..etc? I want to go about this in a legal way....i could have sworn there was a form to fill out to turn into the secretary of state.

the green form, you can fill one out and they will issue a new title but if the old owner wants the car hye gets it back, find out who owns the car mail them a certified letter telling them to come get it, and storage fees of xxxx per day are being assed until they come get it or surrender ownership

A friend had a stunt bike he tried to register after a couple years of having it and the guy at sos told him to get his money back and lose the bike... If there wasn't trouble with the vin he would have gotten a title on the spot
