Fuel Pump Question

What would make a fuel pump go back in a car sitting for around 8 months?...Grand marquis is not pushing fuel to the rails,Relay is kicking on and even tried a new relay....i am stumped
 
stuck stator, if it sat, you could try tapping on the tank while someone turns the key on/cranks it

at least they are easy to replace
