yep...it was locked. When i picked it up from the guy..the handle was still locked down..and the rods sticking out. Think the car twisted at the launch(Even with subframe connectors lol) We adjusted the slide where the rod goes in to tighten it up. I think they had been adjusted prior to me buying the car..and the rod was only in like 3mils. Stupid.
