yes it's for all 4 and they are brand new in the box. i bought a 99 that i ended up just turning around and selling. i have a few other things for sale that fit them but this is the only thing 98+ specific.

yes you can order them one at a time direct through them or a participating dealer. just like their coilovers however you pay much more for them that way.
