Trans brake has nothing to do with engine timing. That article says it has "alternating cylinder deactivation".

i think they should have used the term two step instead of anti-lag.

Is everyone really struggling that hard to describe a two step? Do the guys at Chrysler not know what a 2 step is to just say that in the releases? Or are they just trying so hard to make it sound like something more than it is that they don't use the term?
They know what a two-step is. Some classes don't allow two-steps so they call it something elseJust guessing.
They can call it whatever they want, but when a car is at the line a 2 step is pretty obvious. You think the guys who are class racing aren't going to be all over this? Class racing = rule Nazi's.
