Crankshaft bolts? Dampener HELP! 5.0 how the fuck.......

Ok well, I start the car today and notice alot of ticking/racket. Thought at first that it was engine related. Upon further investigation, I determined that either my crankshaft underdrive pulley isnt tight, or my dampener is loose or busted or some shit like that.

When I put the pulley on, it was a pain in the ass using a wrench on those bolts. With the underdrive pulley there isnt enough room to get a socket on the bolt, its pretty flush with the wall of the pulley. Any easier way to get them out of there? Im rounding the heads using a wrench. Also, lets say its the dampner, what next? does it come off easily? could that be the source of this thick oil sludge on the bottom of my lower rad hose?

its not really a vibration, its a knocking type sound. If I remove the drive belt, the sound goes away.
 
Grab the balancer and se if you can turn it in either direction with the engine rotating.. use your hands not a socket on the crank bolt.
