Cool/Interesting/Oddball finds on CL

In the photo of the turbo wagon...what's the red clamp near the battery for? And are those horns pointed at one another on the inner fender liner?

He has been trying to sell it awhile. My brother sent me the ad a few months back and he was asking ~$4k at the time IIRC. I bet if somebody went and threw $1500 on the table he would take it lol.

Probably a battery charger / tender, and yup, looks like the horns are pointed at each other. Weird.
 
Why the fancy wheel covers? The other vehicles on the hauler didn't have any.
