95 mustang H/C AODE trans with a 2800 stall, what should the foot brake stall be?

That is 100% going to be determined by how good your breaks are. My converter stalls at 4200rpm when I flash it. Around 4600-4800 when I'm on my trans brake. But when I foot brake the car it gets to 3000 or just under before the car starts pushing past the brakes and slowly rolling.
 
Would it be better to flash the converter or launch off the brake when taking off?

About 2000. Like the post earlier. Depends on your brakes. The second the tire moves the stall speed will fall. Set the park brake, mash the brakes, flat pedal the gas for a quick second and record that point. It will be as close as you can get.

Think of it as swinging a hammer. Pull wayyy back and give it a smack and the nail goes far. Start near the nail and push, the nail barely moves. So the harder you can hit the converter, usually the more flash you will get, thus leaving harder. As long as the tune, and traction will support it.
