Comcast internet filter ? in line on the coax before the house?

We've had internet slow downs every evening, pretty regularly. I called and complained and the only thing they did was replace one lightly rusty coax connection and put in some kind of filter on the coax cable. "it filters out the bad signals"? What is this filter thingy?
 
If you have a weak signal, the ISP will install a filter to remove noise from the line and raise the signal to noise ratio, giving you a stronger signal. Background noise on the line can cause packet loss.

Thank you for the explanation. I was thinking a filter of any kind would use up bandwidth, but improving S/N is a good thing.
 
can I add something to restrict to all my neighbors Inet.... so when Im sharing the comcast they get less and I stop lagging while I stream movies???

That's not a bandwidth issue, that's a Comcast issue. They are known to throttle certain ports based on activity, such as bittorrent and Netflix. You can get around that with a VPN. They'd much rather partake in monopolistic behavior instead of simply competing as is standard of a capitalist system.
