what is this, well I know its a shear, But I am looking for more info, I want to see if I can make a 1/2 arse bead roller. Gonna soak it a bit and take it apart some to see if I can get a piece of metal in there, it will cut thin stuff easy...I am thinking its for tin.

it has: American S.M.&T. CO. St. Louis

Funny to get stumped with an internet search for that????
 
so mad I did not jump on that bead roller that was FS on here .

I guess this will just "be" wish there was a date cast on it.
it does cut stuff ok, wont cut rubber, cuts tin flashing ok-but ends up stretching it. When I looked at bead rollers I saw the ability to clamp down on the material and knew this could not do that. If anything, I could try to swap over a Harborfreight rollers and add a bolt to the bottom guide mount. I have other fish to fry...
 
or it could be a gasket maker/cutter there is something similar in,the pipefitters shop at work the use it to make flange gaskets.
I believe this is exactly what it is. Small thumb screw on the bottom is for a bar that slides in and is held in place on the radius of what size you want the gasket to be. Wheel on top turns it and one on bottom cuts it.
