Cocksuckers. I ALWAYS cancel my plate in Feb and get a new one when I get the car going again to save some money on the plate cost for when the car isn't driving. So the state gets less money from me for my registration, and costs them more to make a new plate.
I think they get a pretty good labor rate on plate manufacturing. Lol
Why not just get a new plate, and not renew old tabs?

I just went to the sos on Thursday to get a new plate for my cobra. I didn't renew it for the last year as I didn't drive It. I keep full insurance in it year round because it's a collector policy. My birthday is in July. They were going to charge me for 23 months plus a late fee. They said there is no way to prove I haven't been driving it. I had to get a 60 day permit for $50 and then get a new one in July to not pay for the 10 months registration I didn't use.
